New "Fallout 4" details have been unveiled by Bethesda as they detail what the fans can expect from the game on a technical level and how they can expect mods to be implemented on the PS4 and Xbox One versions of the game.

According to Cassidee Moser of IGN, Bethesda's Todd Howard explained how "The Elder Scrolls V: Skyrim" affected the development of "Fallout 4".

Citing Howard's interview with Game Informer, IGN noted that the way Bethesda developed "Fallout 4" was from how Todd Howard and his team learned how to properly develop an open world game from their experiences when developing "Skyrim".

"It probably took us a month or two before we really had a handle on it. All of the updates we did on Skyrim, and all of the DLC - once we sorted [the bugs out] we had a different process for how we checked the content out," said Howard.

Meanwhile, some new details about how mods would be implemented on the PC, PS4 and Xbox One versions of the game.

Adam Mills of Gotta Be Mobile has reported that Bethesda has confirmed that the PC version of "Fallout 4" would have a modding tool called the "Fallout 4 Creation Kit" and it would be launched a few months after the release of the game.

The report notes that Bethesda confirmed that mods for the Xbox One versions would come and PS4 mods would happen too, should Sony allow it.

It should be noted that, according to Mills, the Xbox One versions of "Fallout 4" would have access to mods before the PS4 version can because they note that Microsoft is much more experienced in bridging the consoles and PC's together as most PC gamers play on Windows PC's.

"Why Microsoft? They are a company that is in both of those spaces; they're heavily in the PC space; they're heavily in the console space. They had some pretty good ideas about how to make something like this work," said Pete Hines of Bethesda.

Hines then stated "It's something that [Fallout 4 director Todd Howard] has been after, and hounding folks for, not just Microsoft, but everybody, for a while now."

Finally, Mills notes that "Fallout 4" mods for the PC, Xbox One and PS4 would be given to fans for free. This is good sign for people who use mods after the paid mods scandal from Steam a few months back.

Bethesda has set the "Fallout 4" release date for the PC, Xbox One and PS4 on November 10, 2015.
