It is the second day of the United Nations (U.N.) General Assembly's General Debate and 34 Member States are scheduled to speak.
The weeklong General Debate will start with Estonian President Toomas Hendrik Ilves and feature leaders from the European Union, El Salvador, Italy, Peru, Madagascar, and Spain.
Bolivia's President Evo Morales will lightly present the highlight of the General Debate's second day.

Pres. Morales has been in the news headlines regarding former NSA contractor Edward Snowden and their surveillance program. The Bolivian leader's plane was stopped in Europe during a trip from Russia due to news his flight carried Snowden. Morales could potentially echo the sentiments of Brazilian President Dilma Rousseff who called out the United States' NSA surveillance program as an infringement of civil liberties, human rights, and sovereignty.
"As many other Latin Americans, I fought against authoritarianism and censorship, and I cannot but defend, in an uncompromising fashion, the right to privacy of individuals and the sovereignty of my country," Rousseff said during her U.N. General Assembly address on Sept. 24. "In the absence of the right to privacy, there can be no true freedom of expression and opinion, and therefore no effective democracy. In the absence of the respect for sovereignty, there is no basis for the relationship among Nations."
The U.N.'s General Assembly's General Debate concludes on Oct. 1.
