The Windows Phone 8 Amber Update has started to rollout in China but only for three Nokia Lumia devices.
According to Nokia's Windows Phone 8 Amber Update availability in the Asia Pacific, China is guaranteed to receive the update.

The Lumia 620 and Lumia 820 is accepting the Windows Phone 8 Amber Update through a "Country variant" carrier.
The Lumia 620's Windows Phone 8 Amber Update will have the version "3046.0000.1329.2004" labeled. Meanwhile, Lumia 820 owners will receive version "3047.0000.1326.2005."
The Lumia 520 and Lumia 520T have been confirmed to receive the Amber Update.
The Lumia 520, though carrier China Unicom, is "Waiting for approval" as of Aug. 29. The Lumia 520T's Amber Update will come via carrier CMCC, but it is also "Waiting for approval."
According to Nokia, the term "waiting for approval" is defined as undergoing final test with either the specific country or mobile carrier before approval.
The Lumia 720, though a "Country variant" carrier, is also waiting for approval before starting its Amber Update rollout.
The Lumia 920's Windows Phone 8 Amber Update is currently available with China Unicom. The Lumia 920's version will have the label "3047.0000.1326.2005."
The Lumia 920T, however, is awaiting approval though CMCC.
As Latinos Post noted, the Windows Phone 8 Nokia Lumia Amber Update improves the smartphone's camera, particularly the auto focus, noise filter, and low-light photo-taking capabilities, to name a few.
