Chelsea is reportedly looking to offer Manchester United 40 million pounds for forward Wayne Rooney.

According to the London Evening Standard, "Chelsea will make another attempt to sign Wayne Rooney and are weighing up a bid of around £40million for the England international."

Manchester United has been adamant about not selling Rooney, despite manager David Moyes' announcement that the Englishman would serve as a backup for top scorer Robin Van Persie, which reportedly left Rooney "confused and frustrated."

Pundit Graeme Souness believes that Rooney is bound to leave Manchester this summer, but thinks the likelihood of Chelsea scooping him up is minimal.

"I don't think Manchester United can sell him to another English team," said Souness. "Whether it was intentional or it was unwise words by David Moyes, to say 'we see Wayne Rooney as vital back-up' for Van Persie, I don't know...If I'm Wayne Rooney I'm thinking 'wait a minute, I'm the star of the show'; if you're a big player, that's what you believe."

He added, "Rooney now sees himself as second fiddle to Van Persie; if I wasn't speaking on television I'd be using different words but he will be a very unhappy man at that...His ego has been dented and Manchester United have put themselves into a very difficult situation with Wayne Rooney - but I don't believe they can sell him to an English club."

Chelsea finished third in the premier league this season thanks to a seven-game losing streak. The arrival of manager Jose Mourinho makes the team contenders for the title, but the club still lacks a bonafide striker. Mourinho believes that Rooney would be that striker that could get his team back into contention.
