The Cesc Fabregas transfer saga is far from over as Manchester United has reportedly made a second bid for the midfielder.

According to ESPN, "Manchester United manager David Moyes has confirmed that the Premier League champions have tabled another bid for Barcelona and Spain midfielder Cesc Fabregas."

"As I understand it, Ed [Woodward, executive vice-chairman] had a response [to the first offer]," said Moyes. "We have made a second offer, but Ed is dealing with it rather than me.''

"When you are interested in good players, you want to give it every opportunity to materialize," he added. "I will hope things will continue to move forward. At this moment in time, I can only tell you that Ed Woodward is working hard to try and make the deals happen."

Moyes has been adamant that he needs to improve his midfield for the upcoming season. Fabregas seems like a likely choice for a number of reasons. The Spaniard worked well with Manchester United striker Robin Van Persie when the two played in Arsenal. Furthermore, there are questions about whether Fabregas is developing properly in the Barcelona system. The Spaniard's normal position is in central midfield. However, with Xavi and Andres Iniesta having a firm hold in the middle of the field, Fabregas has been relegated to being a forward.

Barcelona has repeated stated that is has no intention of moving Fabregas as he is seen as the heir to Xavi; this was furthered by the departure of Thiago Alcantara to Bayern Munich.

"We can assure you that we won't listen to any offers for Cesc. It is not an option. Cesc is non-transferable," Barcelona's Vice President Josep Maria Bartomeu said.

"He doesn't want to go to other teams for money reasons or playing time. He knows there is competition for places here, but his decision is to stay. I am relaxed about the situation," said former Barcelona manager Tito Vilanova. "It is a good sign that the club gets offers for our players. It shows we have players other teams want. But Fabregas wants to stay."
