Three of Pablo's men turn themselves in. The President finds out that Pablo has no intentions of doing the same.

The military continues to track Pablo's phone calls and overhears him talking about setting off an explosion. A bomb promptly goes off in a city killing and injury many people; Pablo's henchman El Topo had set off the bomb. Pablo calls El Topo and tells him to set off another bomb In Cartagena. The military arrives at El Topo's hideout and guns down the killer.

The PEPES track Pablo's other men and a massive car chase and shootout ensues. The military stops the van with Pablo's men and they turn themselves in. The van with the PEPES runs off.

Pablo calls his political friend Santorini from a public payphone. Santorini tells Escobar to turn himself in, but Pablo refuses. He warns him that if he does not help him, he will go after him. Escobar then asks Santorini if he thinks that the President Cesar Gaviria will negotiate with him after the bombs he set off. Santorini hangs up.

Pablo finds out that El Topo has been killed, but he refuses to believe him. He also finds out that the cops caught his other henchmen.

Pablo meets with his family in a secluded outdoor location. He tells his wife that this might be the last time they see each other. He admits that he is alone. When she asks him what he plans to do, he tells her that he refuses to go to jail; he will win the war. She questions how he plans to do it without having anyone to help him. He tells her he will go to the mountains.

The President reads Escobar's letter and learns that the drug lord plans to join a rebel group and fund them to battle the government.
