The Ministry of Communications and Transport (SCT) of Mexico ordered Peruvian TV host Laura Bozzo to reveal the name and position of the public servant that authorized the use of the helicopter she used last September 20, 2013 in her attempt to bring "help" to the community of Coyuca de Benítez, Guerrero, after it was hit by hurricane Manuel.
According to information published by Mexican newspaper Milenio, the Federal Institute of Information Access and Data Protection (IFAI) said that the TV host must provide the helicopter's flight plan, since it belongs to the Relámpagos Air Rescue Group of the government of the state of Mexico, and its use for any other purpose besides rescue is a crime.

The IFAI's actions respond to a request made by a Mexican citizen. According to Aristegui Noticias, the citizen provided a different registration plate (XC-MMT) than the one used by the helicopter used by Bozzo last September (XC-MMP), which caused the Civil Aeronautics Direction to say the helicopter didn't exist at first.
Later, the citizen who requested the information added that every authorized flight must include a flight plan. In the reply to the citizen's request, this time sent by the SCT, the IFAI's reply was echoed and added that the Mexican Aeronautical Registry doesn't include any helicopter with the plate XC-MMT.
Finally, Commissioner Sigrid Arzt Colunga located a reported sent by the Governor of the state of Mexico, Eruviel Ávila Villegas, where it says that three helicopters of the Relámpagos Group were sent to Guerrero in September 2013 to support the population affected by Hurricane Manuel.

The Commissioner pointed out that the SCT carried out "a search of information based on a literal interpretation of a citizen's information request access, the criteria of which was not correct," and corrected the citizen's request to instead identify the helicopter with XC-MMP plates.
With the corrected request, the IFAI determined that the SCT must ask the TV host to provide the helicopter's flight plan as well as the name and position of the public servant that authorized its use.
