Bieber's appearance on the show was very brief, lasting a total of about 10 seconds. In the clip below, we can see Bieber as he is standing in line before eventually being denied entrance to a talent show.
"He tries to get into a talent show that Bart is playing piano in and they won't admit him," "Simpsons" executive producer Al Jean told Entertainment Weekly. "Draw your own conclusions."

The cameo role seems to be a mockery of Bieber, making it all the more surprising that he would appear on the show. Before his likeness comes on the screen the following text is seen: "THIRTY SECONDS TO JUSTIN BIEBER - YOU MAY START OR STOP WATCHING, ACCORDING TO YOUR BELIEFS."
From there we witness Bieber's brief stint as a Simpson, along with the likeness of his manager Scooter Braun, where he complains "That's another $25 we'll never see, gosh" in response to not being allowed to participate in the talent show. From there, we then see the text: "ALL CLEAR - THE SIMPSONS WILL BE BIEBER-FREE FROM THIS POINT ON."
The Simpson's handling of Bieber's cameo seems to be very mocking in tone, as it plays off of his large unpopularity among most of the older and male populations. On the show he comes off as a whiny brat and it's surprising that he would lend his voice to such a self-deprecating portrayal.
"I think [creator Matt Groening] has a family member who was a fan," Jean told Rolling Stone magazine. "I think he's a fan, too. So he asked us to find a place to use him. I think [Bieber] had also met Matt and wanted to be on the show."
